What this rule checks

Detects Lambda functions without reserved concurrency.

FlaggedWith `reservedConcurrentExecutions` unset, `ReservedConcurrentExecutions` is absent from the template, so the function can consume all of the account's shared concurrency and starve other functions. The check flags the missing setting (LOW, Reliability).

FixedSetting `reservedConcurrentExecutions` caps the function's concurrency and reserves capacity for it, controlling its scaling behavior and protecting the rest of the account. With the value present the rule does not fire.
